grabbing a person's wheel is to ride up close enough to ride in the wake of their draft. It makes it easier for the following rider since a lot of work on maintaining a high speed on flat terrain is spent overcoming wind resistance.

The most efficient position to draft another rider in a headwind is to ride within inches of their rear wheel, so close that you can almost reach over and grab it. Hence the expression.
